Our High Court Enforcement Officers are experienced, professional and well versed in the process of enforcing High Court Writs.

A High Court Enforcement Officer has been authorised by the Ministry of Justice to enforce High Court judgments.

Prior to 2004, High Court Enforcement Officers (HCEOs) were called High Court Sheriffs (Sheriffs Officers).  The 2003 Court Act (which came into force on the 1st April 2004) also saw geographical boundaries dropped. This change allowed High Court Enforcement Officers (HCEOs) to conduct enforcement throughout the whole of England and Wales.

High Court Enforcement Officers are responsible for the enforcement of the Writs of Execution issued out of the High Court. The most popular of which being the “Writ of Control” formerly known as “Writ of Fieri Facias” or “Writ of Fi Fa”. This is a writ issued for the recovery of money owed and provides for the seizure and sale of the judgment debtor’s goods.

Alan has over 30 years high level management and operational experience within High Court Enforcement. He has been reappointed as a Director of the High Court Officers Associations’ Board for the second time. He has been a key player in raising educational standards within the profession. Alan was a Sheriffs Officer for West Midlands County, Warwickshire, Leicestershire, Herefordshire and Kent. Previous roles include High Court Enforcement Operations Director and Head of High Court Enforcement for two other major enforcement companies.

Alan is a director and member of our senior management board.

Paul Caddy

Managing Director – Authorised High Court Enforcement Officer

Paul was appointed an Authorised High Court Enforcement Officer in 2010 and is a current Director of the High Court Enforcement Officers Association. Paul has worked in debt recovery for more than 30 years and prior to joining CES has held leadership positions at Marston, Phoenix and CDER Group.

As the President of the Civil Enforcement Association from 2012-2014 and a HCEO, Paul sat on the High Court and non-High Court working parties that considered the TCOG regulations prior to their introduction and he was responsible for identifying flaws in the drafting of the legislation and convinced MoJ officials that transitional regulations were required, which resulted in the successful implementation of the TCE reforms.

Paul has a Law degree and an MBA.
